25 novembre – Giornata internazionale per l’eliminazione della violenza contro le donne.

In occasione della Giornata internazionale per l’eliminazione della violenza contro le donne, l’Italia conferma il proprio convinto impegno per la promozione dell’uguaglianza di genere e per la lotta contro ogni forma di discriminazione e violenza contro le donne, fra i temi prioritari anche in vista del mandato triennale nel Consiglio Diritti Umani delle Nazioni Unite che inizierà il 1° gennaio 2019.
Come ogni anno, la Farnesina aderisce alla campagna di sensibilizzazione UN Women dal titolo “Orange the World” che sui social media apparirà con l’“hashtag” #HearMeToo, per attirare l’attenzione sulle testimonianze delle attiviste e sulle loro storie al fine di prevenire ogni forma di violenza contro le donne.
Come negli anni precedenti, Il colore arancione sarà il filo conduttore che unirà le iniziative e gli eventi realizzati nel quadro della campagna. Per la prima volta quindi, anche il Palazzo della Farnesina si illuminerà di arancione la sera di domenica 25 novembre.
L’intera rete diplomatico-consolare italiana condividerà l’iniziativa “Orange the world”, sui propri siti e social network, per il periodo che prende l’avvio il 25 novembre e che terminerà il 10 dicembre, Giornata Internazionale dei Diritti Umani.
L’Italia è attivamente impegnata nella promozione dell’uguaglianza di genere e dei diritti delle donne, sia sul piano diplomatico che della cooperazione allo sviluppo. Nei giorni scorsi, anche grazie al contributo attivo dell’Italia, la Terza Commissione dell’Assemblea Generale delle Nazioni Unite (competente per i diritti umani, le questioni sociali e umanitarie) ha adottato importanti risoluzioni sui dei diritti delle donne e, in particolare, sulla lotta alla violenza nei loro confronti.
La promozione dell’uguaglianza di genere e dell’empowerment delle donne continua ad essere una priorità trasversale di
tutti i progetti di cooperazione, in aggiunta alle iniziative specifiche dedicate a donne, ragazze e minori, in linea con l’obiettivo di sviluppo sostenibile SDG 5 dell’Agenda 2030. Quest’anno l’Italia ha inoltre incrementato la collaborazione con le Agenzie delle Nazioni Unite che si occupano di questioni di genere, prime tra tutte UN Women e UNFPA.
Anche nell’ambito del “Piano strategico nazionale sulla violenza maschile nei confronti delle donne 2017-2020”, approvato lo scorso novembre in linea con la cosiddetta “Convenzione di Istanbul” (Convenzione del Consiglio d’Europa sulla prevenzione e la lotta alla
violenza contro le donne e la violenza domestica), l’Italia si è impegnata in progetti di empowerment femminile e in programmi per la lotta a ogni forma di violenza contro le donne e le bambine, in particolare rispetto a pratiche inaccettabili quali le mutilazioni genitali femminili e i matrimoni precoci e forzati.
L’Italia sostiene inoltre le iniziative internazionali per la prevenzione della violenza sessuale e di genere nelle situazioni di conflitto e di emergenza, tra le quali la “Call to Action on Protection from Gender-Based Violence in Emergencies”. Il nostro Paese è da tempo impegnato anche nella promozione di una politica di tolleranza zero contro gli abusi e lo sfruttamento sessuale commessi dal personale militare e civile impegnato nelle missioni di pace ONU.
Fondamentale, inoltre, la promozione del ruolo delle donne nei processi di mediazione e prevenzione dei conflitti, su cui l’Italia è in prima linea, in particolare con il Network delle Donne Mediatrici del Mediterraneo.
L’Italia è altresì tra i Paesi maggiormente impegnati nella prevenzione e nel contrasto allo sfruttamento, agli abusi e alle molestie sessuali nel settore dell’aiuto umanitario, come indicato nella dichiarazione ministeriale G7 di Whistler, nel “Circle of Leadership” del Segretario Generale delle Nazioni Unite e aderendo agli impegni annunciati in occasione del “Safeguarding Summit” di Londra del 18 ottobre.

11月25日:制止暴力侵害妇女行为国际日

在制止暴力侵害妇女行为国际日之际,即将于2019年1月1日起担任为期三年的联合国人权理事会成员国的意大利重申,将把促进两性平等和打击一切形式的歧视和侵害妇女行为视为头等重要的问题,并为此作出积极的努力。

象每年一样,意大利外交部今年也参加了由联合国妇女署发起的名为“橙色世界”(Orange the World)的宣传运动,在社交媒体上的主题标签为“#倾听我也是”(#HearMeToo),旨在吸引全球对女性活动人士的呼声和女性幸存者的故事予以关注,以防止一切侵害妇女的行为。

和往年一样,橙色将作为活动框架下贯穿所有举措和事件的主题色。外交部大楼也将于11月25日周日晚首次点亮橙色灯光。

意大利积极致力于促进两性平等和赋予妇女权利

意大利在外交层面和发展合作层面都积极致力于促进两性平等和赋予妇女权利。在过去的几天里,意大利也为联合国大会第三委员会(负责人权、社会和人道主义问题)通过关于妇女权利和打击侵害妇女行为的重要决议作出了积极的贡献。

促进两性平等和赋予女性权利将继续作为贯穿于所有合作计划和专门为女性、女童和未成年人举办的各项活动的首要主题,与《联合国2030年可持续发展议程》第5条的可持续发展目标以及多边发展会谈中重申的上述领域的首要目标相一致。在全球层面,意大利今年加强了与负责两性问题的联合国各机构、特别是联合国妇女署和联合国人口基金(UNFPA)的合作。

在去年11月通过的与《欧洲委员会预防和打击暴力侵害妇女行为及家庭暴力公约》(又称《伊斯坦布尔公约》)相一致的“2017-2020年关于男性侵害妇女的国家战略计划”的框架内,意大利致力于实施有助于促进赋予女性权利,以及打击一切形式的侵害妇女和女童行为,特别是有关切割女性生殖器、童婚和强迫婚姻等令人无法接受的行为的方案。

意大利还支持包括“关于在紧急情况下防止基于性别的暴力的行动呼吁”(Call to Action on Protection from Gender-Based Violence in Emergencies)运动在内的在冲突和紧急情况下预防性暴力和性别暴力的各项国际活动,并长期以来致力于推动对参与联合国维和任务的军人和非军事人员所犯的性虐待和性剥削行为的零容忍政策。

在促进女性在调解和预防冲突的进程中的作用的重要问题上,意大利也处于最前沿,开展了“地中海女性调解员网络”项目和在利比亚的多个项目。

正如在惠斯勒举行的七国集团部长级会议声明中指出,在联合国秘书长的“领导圈”内,意大利也是在人道主义援助领域中预防和打击性剥削、性虐待及性骚扰问题上作出最多努力的国家之一。此外,意大利还参加了10月18日在伦敦举行的“保卫峰会”(Safeguarding Summit)。​

 

25 November – International Day for the Elimination of Violence against Women

To celebrate the International Day for the Elimination of Violence against Women, Italy reaffirms its strong commitment to promoting gender equality and combating all forms of discrimination and violence against women, which is among its priorities also in view of its three-year term on the United Nations Human Rights Council (UNHRC) from 1 January 2019.

As is the case each year, the Italian Ministry of Foreign Affairs and International Cooperation will join once again the awareness-raising campaign launched by UN Women entitled “Orange the World”, ‘hashtag’ #HearMeToo, with a view to attracting the attention on the voice of activists and the stories of survivors in order to prevent all forms of violence against women.

As in previous editions, the orange colour will be the leitmotif of the campaign’s activities and events. For the very first time, also the Farnesina Building will be flooded with orange light on the evening of Sunday, 25 November.

The Italian diplomatic and consular network will join the “Orange the World” initiative promoting it on its websites and social networks from 25 November to 10 December – International Human Rights Day –.

Italy is actively engaged in promoting gender equality and women’s rights, both at diplomatic level and through development cooperation. In the last few days, also thanks to Italy’s active contribution, the United Nations General Assembly Third Committee (human rights and social and humanitarian affairs) adopted important Resolutions on the rights of women and especially on the fight against gender-based violence.

The promotion of gender equality and of the empowerment of women continues to be a cross-cutting priority in all development cooperation projects, in addition to the specific initiatives dedicated to women, girls and minors, in line with Sustainable Development Goal (SDG) 5 of the 2030 Agenda and with the renewed priority given to this area in the multilateral debate on development. At global level, this year Italy has increased its cooperation with the United Nations Agencies that deal with gender-linked issues, primarily with UN Women and UNFPA.

Within the “National strategic plan on men’s violence against women 2017-2020”, approved last November by the Italian Government pursuant to the Council of Europe Convention on preventing and combating violence against women and domestic violence (the so-called “Istanbul Convention”), the Italian Ministry of Foreign Affairs has committed to develop programmes promoting the empowerment of women, as well as programmes to combat all forms of violence against women and girls, with a special focus on harmful practices such as female genital mutilation and child, early and forced marriage.

Italy also supports international initiatives to prevent sexual and gender-based violence in conflict and emergency situations, including the “Call to Action on Protection from Gender-Based Violence in Emergencies”. Our Country has long been committed to promoting a “zero-tolerance” policy on sexual abuse and exploitation committed by military and civilian personnel deployed in UN peacekeeping missions. The promotion of the role of women in conflict prevention and mediation is also fundamental: Italy has always been in the forefront in this area, especially through the Mediterranean Women Mediator Network. Italy is also among the Countries most involved in preventing and combating sexual exploitation, abuse and harassment in the field of humanitarian aid, as indicated in the Whistler Declaration of the G7 Development Ministers for the UN Secretary-General’s “Circle of Leadership” and undertaking the commitments announced at the “Safeguarding Summit” held in London on 18 October.
